Candidates should be U.S. citizens working toward degrees granted by the College of Science and Mathematics, the College of Health and Human Services, or the Harrison College of Business. Selection of the scholarship recipient should be prioritized in the following order: African-American biracial, Hispanic-American, Native American, and non-minorities. Single parents should be given priority. Preference should be given to Crawford, St. Francois, Ste. Genevieve, and Washington Counties. If there are no qualified candidates from these counties, the award may be made to a qualifying candidate from another rural SEMO county.
